What Steps Should Türkiye Take Against Climate and Disaster Risks?

The World Bank's report examines Turkey's risks against climate change and natural disasters and offers solutions.

Country Climate and Development Reports, prepared by the World Bank, will be published in 54 provinces in the summer of 2021. Recalling the fires that affected 139,500 hectares of forest, the floods and landslides following severe storms in the Black Sea region, he states that Turkey is vulnerable to climate change. While it is stated in the report that continuing to increase in temperatures will negatively affect Turkey, it is stated that disasters such as drought, water scarcity, rise in sea levels and floods pose a great risk to public health, labor productivity, agriculture, infrastructure and ecosystems.

The report offers a road map under five main articles on how Turkey can achieve its adaptation and resilience goals.

Strengthening management to maintain macroeconomic stability and ensure adaptation and resilience: While the report states that macroeconomic fluctuations and the COVID-19 pandemic negatively affect development strategies, it is emphasized that climate targets should be integrated into public finance management tools to strengthen the economy and reduce potential risks. It is also stated that it is important to include climate risks and adaptation in financial planning, taking into account the social and economic dimensions of climate change.

Ensuring inclusive economic growth and supporting vulnerable groups: The report states that removing obstacles such as restrictions and wage differences that prevent women from participating in the workforce and increasing educational opportunities for women and children are important for Turkey. It is stated that expanding access to health services, social security and financial services to benefit the poor and vulnerable segments can increase Turkey's socioeconomic resilience.

Developing a comprehensive strategy to increase infrastructure resilience: The report states that Turkey should create a national infrastructure strategy resistant to climate change and natural disasters. In this regard, performing comprehensive risk assessments, updating construction standards, maintaining financing and developing disaster risk finance tools are among the effective steps.

Increasing agriculture, food and water resilience: The report emphasizes that the agricultural sector in Turkey is highly vulnerable to climate hazards, including water scarcity. It is stated that it is possible to develop a comprehensive climate change adaptation strategy for the agricultural sector and increase resilience in soil, water and food systems by managing water resources. It is reported that Turkey has the potential to expand risk management mechanisms through drought early warning systems, irrigation management information systems, R&D investments and cooperation with the private sector.

Protecting ecosystems and implementing nature-based solutions: Ensuring the protection of ecosystems provides multifaceted socioeconomic and environmental benefits by providing a cost-effective solution in the fight against climate change. The report states that Turkey has a low score among OECD countries in terms of ecosystem health and biodiversity protection, but it can increase ecosystem resilience by implementing sustainable marine and coastal management strategies and creating a national strategy for the protection of ecosystems.
