"Green Transformation" Guide for SMEs and Exporters

07 May 2025

The Ministries of Industry, Technology and Trade prepared an information brochure to facilitate SMEs and exporters' compliance with European Union (EU) criteria in Turkey's digital and green transformation process.

Aiming to accelerate adaptation to EU regulations, the guide aims to guide businesses through critical processes. The guide draws attention to the schedule of regulations implemented by the EU in line with its green transformation goals. New obligations that will be implemented especially for carbon-intensive products and batteries are emphasized.

New financial obligations for carbon-intensive products:

Within the framework of the Border Carbon Regulatory Mechanism (SKDM), calculating and reporting carbon emissions will become mandatory as of January 1, 2026. This regulation will cover the iron and steel, aluminum, cement, fertilizer, hydrogen and electricity sectors. Exporters will be obliged to submit product-based emission data and carbon fee information to the EU.

Digital product passport is coming:

The digital product passport application, covering product groups such as textile, furniture, tires and electronic devices, will be put into effect by 2027. Information about the life cycle of the products will be accessible via the QR code on the product.

Sustainable design and circular economy requirement

Sustainable design will be taken as basis in all products except food and medical products. Products that consume less energy, are recyclable and have a long life will now be a prerequisite for entering the EU market.

Textile sector:

The EU aims to reduce environmental and social impacts in the textile and clothing sectors. The "Sustainable and Circular Textile Strategy", which will come into force at the end of this year, will require the introduction of long-lasting, recyclable and environmentally friendly products to the market. In addition, it is planned to reduce the "fast fashion" trend and expand repair and reuse options.

Packaging industry:

From 2030, it will be mandatory to introduce only recyclable packaging to the market. Plastic packaging will require certain amounts of recycled content.

Obligations to prevent deforestation in the production of agricultural products such as soy, beef, palm oil, cocoa and coffee came into effect this year. Furniture, rubber and leather sectors will also be affected by these regulations.
