The Importance of Extended Producer Responsibility Is Increasing in the World Transitioning to a Circular Economy

The Extended Producer Responsibility (GSS) model, which states that the task of collecting and recycling the post-consumer waste of packaged products within the framework of the regulation is undertaken by product manufacturer industrial organizations, has been successfully implemented in developed countries for more than 30 years. The Circular Economy concept, which envisages the reduction, reuse and recycling of waste and its use as raw material input in the economy, and which has become widespread around the world, further increases the importance of waste management and SPP. Our Foundation, which is the pioneer and owner of the GÜS model in Turkey, advocates that the post-consumer waste management process should be carried out under the leadership of the industry, as in developed countries and has been successfully implemented in our country before. Our Secretary General Mete İmer shared his views on this issue.
The Extended Producer Responsibility (GUS) model, which has been used in developed countries for more than 30 years and was successfully implemented in our country between 2005 and 2020, expresses an environmental policy in which the producer's responsibility for a product extends to the post-consumer phase in the life cycle of that product. In accordance with the GÜS model, companies that put packaged products on the market assume physical or financial responsibility and rights for the collection and recycling of post-consumer waste of their products.
Mete İmer, Secretary General of the ÇEVKO Foundation, stated that the Extended Producer Responsibility (APP) model consists of institutional mechanisms created to prevent and manage waste related to certain products and said, "The Extended Producer Responsibility (APP) model directs the physical and/or economic responsibility, in whole or in part, to the producer and includes providing incentives to the producers to take environmental impacts into consideration when designing their products. The EMS system is not a tax. The financial contributions of the producers are made directly by the Producer Responsibility Organization, which is established and managed by the producers without a profit purpose." "We observe that the SPP model has been abandoned in Turkey after 15 years of implementation. However, we wholeheartedly believe that the industry should take part in the process and lead the process in our country, especially in the management of post-consumer waste, which has become the raw material of industry all over the world."

Mete İmer stated that the ÇEVKO Foundation was established 31 years ago with the initiative of companies that adopted Extended Producer Responsibility (GÜS) in Turkey and said, "Since its establishment, our foundation has carried out education and awareness activities to create a recycling culture in society, cooperation with public authorities for legal infrastructure, and works to collect and recycle packaging waste separately at the source together with municipalities and licensed collection and separation facilities. Between 2005 and 2020, it has carried out studies with our stakeholders with our stakeholders." "We calculated that the GÜS studies we carried out together contributed 56 billion TL to the country's economy. Collecting and recycling waste separately at the source in a sustainable system is important for both preventing environmental pollution, contributing to the economy and social development," he said.
Mete İmer stated that the ÇEVKO Foundation, which has the identity of a non-governmental organization that has become a part of the society, beyond being an industrial initiative, continues its efforts to ensure that the society internalizes the recycling culture, fights against the climate crisis, understands the importance of the circular economy and takes action. In recent years, our foundation has been carrying out voluntary work with companies for environmental cleaning within the scope of corporate responsibility, digital solutions for the separate accumulation and collection of waste in workplaces, the supply of waste collection equipment, and the collection and reporting of post-consumer plastic packaging waste in cooperation with municipalities and licensed companies within the scope of expanded producer responsibility, in addition to the e-bulletin and e-magazine we regularly publish, with the focus on transition to a circular economy and combating the climate crisis. "We are holding online interviews with industry, universities, media members and young people in the organization of the Climate Change and Sustainability Working Group." he said.
The Importance of SPP is Increasing in the World Transitioning to a Circular Economy
The transition to a circular economy and the fight against the climate crisis are among the main areas of activity that ÇEVKO Foundation has focused on for the last seven years. "Circular economy", which is a new approach for a sustainable world and a new model not only in our country but all over the world, deals with the processes of "sustainable production", "sustainable consumption" and "upcycling" as a "circle". The basis of the circular economy, which is a new model that will change the way of doing business, is 'upcycling', which envisages the use of waste as a resource and is an advanced stage of recycling, and the 'zero waste' vision is gaining importance in this direction.
Mete İmer said that waste management, upcycling issues and the GÜS model are the most important topics in the circular economy, which aims to achieve sustainable development despite population growth around the world. "We organized an international conference on November 1, 2022, the thirty-first anniversary of our foundation. At this conference, the issue of expanded producer responsibility in the circular economy was discussed comprehensively with the participation of national and international speakers from the public, NGOs and business world. In this event, the 2022 Green Dot Industry Awards and Green Dot "The Press Awards found their winners. Organizations that implement the most successful practices in Extended Producer Responsibility around the world use the Green Dot as a symbol. As the representative of the Green Dot in Turkey, we work with over 1000 companies in our country that use the "Green Dot" brand on their packaging," he said.
Our Secretary General Mete İmer continued his words as follows: "ÇEVKO Foundation's membership of PRO Europe, which is formed by organizations using the Green Dot, the symbol of GÜS, and then EXPRA and Global Compact, stems from our mission to closely monitor the developments in the world and share them with our stakeholders. At perhaps Turkey's first international circular economy congress, which we organized in 2017, we called for the preparation of a plan for our country's transition to a circular economy. If recycled, waste is an input into the economy." "With the transition to a circular economy, the importance of reducing, reusing and recycling waste has become better understood.
