EU Commission shared the changes to be made to the Packaging and Packaging Waste Directive

The EU Commission shared some details about the timeline and next steps of the changes made to the current text of the AAAD (Packaging and Packaging Waste Directive, PPWD). It was emphasized that the impact assessment will be submitted to the Legislative Review Board in November or December, so that the draft proposal can be prepared in the spring of 2022. The draft in question is likely to remain a directive (there is neither the time nor the manpower to consider it turning into a regulation). Additional requirements and measures are considered to be added to the AAAD text as changes. No other stakeholder discussions or workshops are anticipated before the end of 2021. However, it is expected that another external consultant will be contracted to support the Commission in amending the provisions of the AAAD and identifying potential additional measures. This could only happen early next year, after the Legislative Review Board's recommendation is implemented. Although it has not yet been clarified and needs confirmation, the participation of new stakeholders in the process can also be foreseen at this stage. In addition, there is still a need to define responsibility for producing new packaging from recycled materials (the Commission has not yet determined who will need to answer questions about the inclusion of secondary raw materials in packaging). Finally, the creation of the EU Market List is still being considered.
