ÇEVKO Foundation Secretary General Mete İmer: “More Weight Should Be Given to 'Waste Management' in the Local Election Agenda”
Mete İmer, Secretary General of the ÇEVKO Foundation, which brings together the voluntary industry initiative in environmental sustainability and civil society identities that reach large masses, and has focused especially on the "fight against the climate crisis" and "transition to circular economy" in recent years, underlined that more emphasis should be given to the issue of "Waste Management" in the agenda of the upcoming local elections.
ÇEVKO Foundation Secretary General Mete İmer emphasized the importance of effective cooperation, especially between producer organizations and local governments, in order to bring waste into the economy, reduce environmental pollution and health risks, and prevent waste imports, which have been on the agenda recently. "With the transition to a circular economy in the world, it is aimed to prevent resource waste by producing, reusing and recycling products in a way that creates the least amount of waste. In our country, which has a large population, we can collect and evaluate our recyclable waste, which has become a raw material requirement for the industry." "If this is the case, we can use the recycling capacity in our country to minimize waste imports. This important process begins with consumers collecting their waste separately at the source and the practice of separate collection at the source, which is the responsibility of the municipalities. In this regard, it is of great importance to ensure the continuity of the municipalities' separate collection practices at the source." he said.
Mete İmer emphasized that in Turkey, the responsibility for collecting and recycling post-consumer waste separately at the source has been largely given to municipalities within the framework of the law, and said, "On the other hand, of course, there is also the responsibility of the producer, and especially the manufacturers of packaged products take this responsibility seriously. One of the solutions developed by the world regarding packaging waste is Extended Producer Responsibility (APP) systems. Extended Producer Responsibility (APP) systems is an environmental policy in which the producer extends his/her responsibility for the product to the post-consumer phase. In Turkey, "ÇEVKO Foundation, which was established with the initiative of companies adopting Extended Producer Responsibility (GÜS), has undertaken the leadership of these studies. Our foundation has carried out education and awareness activities to create a recycling culture in society, cooperation with public authorities for legal infrastructure, and the recycling of packaging waste by collecting it separately at the source together with municipalities and licensed collection-sorting and recycling facilities." He said.
Mete İmer continued his words as follows: "GÜS, which is a model used worldwide, was implemented in our country until 3-4 years ago, but was later abandoned. Since 2020, economic enterprises have been paying GEKAP to the Ministry of Treasury and Finance for packaging and other wastes. However, GÜS is not a tax by its nature. I would especially like to underline that the GÜS model is an efficient method that can be used to collect waste at the source as a financial model in our country. Of course, this solution, inspection, sanction, incentive and should be supported by awareness activities.”
Mete İmer stated that in the current situation, there may be gaps in municipalities' practices of collecting post-consumer recyclable waste separately at the source, and said, "Sustainable waste management in civilized countries is among the most important expectations of provinces, districts, neighborhoods and households. It is important that waste is collected by municipalities, recycled in licensed recycling facilities, and that all processes are coordinated by recycling organizations with a disciplined work history and qualified human resources in their field. On the other hand, communication, communication, "Education and awareness-raising activities are also required. In these days when our country is on the agenda of local elections, we expect Metropolitan, Provincial and District Municipality candidates to place more emphasis on the issue of "sustainable waste management", which is of fundamental importance in urbanism, and to include this issue more in their election and service promises and activity programs." he said.
