At the international conference held on November 1, 2022, the 31st anniversary of the ÇEVKO Foundation, the issue of expanded producer responsibility in the circular economy was discussed comprehensively with the participation of national and international speakers from the Public, NGOs and Business World. Within the scope of the conference, the 2022 Green Dot Industry Awards and Green Dot Press Awards also found their owners.
The conference titled "The Latest Situation in the European Union in the Transition to a Circular Economy, Extended Producer Responsibility and Digital Solution Suggestions in Waste Management", with speakers from our country and abroad, attracted intense participant interest. Green Point Industry and Press Awards also found their owners at the conference, which was held in a hybrid structure with physical participation in the conference hall and Turkish / English live follow-up alternatives over the internet. The conference, which was broadcast live on Çevre TV, was moderated by News Coordinator Orkun Yazgan and Program Coordinator Deniz Şafak on behalf of Çevre TV.
ÇEVKO Foundation Chairman Okyar Yayalar said the following in the opening speech of the conference: "ÇEVKO Foundation was founded 31 years ago by companies that adopted Extended Producer Responsibility (GÜS) in Turkey. During this period, we carried out training and awareness activities to create a recycling culture in society, cooperation with public authorities for legal infrastructure, and studies for the recycling of packaging waste by collecting it separately at the source together with municipalities and licensed collection and separation facilities. In recent years, we have carried out studies on the recycling of packaging waste by collecting it separately at the source, in order to create a recycling culture in society. "We focus on intellectual leadership on the issues of 'fighting the war' and 'transition to a circular economy'. The importance of the concept of recycling, which we are trying to establish in Turkey, has increased even more today. Despite the spread of Extended Producer Responsibility in parallel with the transition to a circular economy across Europe in the last 5 years, we witness that this issue has been abandoned in our country. I hope that the conference we organized to examine this issue in depth and come up with useful suggestions for our country will be productive."
Giving general information about the content of the conference in his speech, ÇEVKO Foundation Secretary General Mete İmer said, "ÇEVKO Foundation's adoption of the Green Dot, the symbol of Extended Producer Responsibility (GÜS) in its journey so far, its membership in PRO Europe, which is formed by organizations using this symbol, and then being among the founders of EXPRA, and finally becoming a member of the Global Compact, stemmed from our mission to closely monitor the developments in the world and share them with our stakeholders. We organized in 2017, In perhaps Turkey's first circular economy congress, a call was made to prepare a plan for our country's transition to a circular economy. Following the adoption of the Paris Climate Agreement, our calls for this agreement to be passed by our parliament gained momentum with the publication of the EU Green Deal. Today, we are pleased to see that Turkey has set a carbon neutral target in 2053 and is working on climate laws and regulations. The culture of recycling and separate collection of post-consumer waste at the source in our country, which we put forward on our 31-year journey. The vision of creating habits and the management of developing this vision with the SÜS model have gained importance all over the world with the transition to a circular economy.”
Speaking at the opening of the conference, Global Compact Turkey Board Member Servet Yıldırım said, "Global Compact aims to create a concrete and measurable impact on the path of sustainable development together with responsible companies, and it does this by mobilizing companies and measuring progress in the areas where the transformative impact of the business world is highest. The new strategy of the UN Global Compact (United Nations Global Compact) aims to enable the collective in all areas. We offer various tools, platforms and resources, taking into account local needs and capacities." he said.
Oscar Martin, Chairman of EXPRA - Extended Producer Responsibility Association, said, "We recycle 18 million tons of packaging waste annually to 28 countries with a total population of 200 million. We contribute to the climate and circularity goals of the European Union."
T.R. Didem Artunç Ünaltekin, Trade Expert at the EU Single Market and Green Agreement Department of the Ministry of Commerce, said, "Circular economy, which is an essential issue in terms of both climate change and the circularity and sustainability of our industry, is talked about a lot today, and the ÇEVKO Foundation has been fulfilling its part in this regard for 31 years, with the contributions of its valuable members. In the near future, many products of our industry will need to use minimum amounts of recycled products. Therefore, it is very important for this new way of use and awareness to spread among consumers." "I attach great importance to the work done by the ÇEVKO Foundation in this regard, such as public service announcements, computer games and magazines for children, and I hope it will continue."
The first of the panels in the conference program was organized under the title "Current Situation in the European Union in the Transition to Circular Economy and Extended Producer Responsibility". The speakers of the panel were EXPRA-Extended Producer Responsibility Association General Manager Joachim Quoden, EXPRA Public and Corporate Communications Manager Monika Romenska, EKO-KOM (Czech Republic) Operations Director Petr Şikyr and ÖKO-Pannon (Hungary) General Manager Beata Gönci.
In his presentation, Joachim Quoden focused on the definition of Extended Producer Responsibility; He stated that EXPRA has determined 10 golden rules regarding Extended Producer Responsibility. He underlined that Extended Producer Responsibility is not a tax system related to the recovery of waste. Instead of a tax system in which industrial organizations pay the price and cannot monitor the results, they prefer a model in which they establish themselves and manage and finance the entire process through non-profit organizations; He stated that they witnessed the successful and efficient results of this model in many countries in Europe and the world. He added that in Europe, Croatia, Hungary and unfortunately now Turkey have abandoned Extended Producer Responsibility and switched to the tax system, whereas Extended Producer Responsibility is mandatory according to European Union legislation.
Monika Romenska from EXPRA detailed the new regulations that have emerged in waste legislation with the circular economy packages in the EU. Petr Şikyr from EKO-KOM talked about the successful results and suggestions that Czechia has achieved as a country implementing the Extended Producer Responsibility model. Beata Gönci from ÖKO-Pannon stated that Hungary abandoned the Extended Producer Responsibility (GÜS) model and switched to a tax system eleven years ago. During this period, separate collection at the source was not supported and recycling rates decreased. As a result, the state continued to determine the recycling costs itself and tendered all waste management to a single company for 35 years. He added that there are concerns that this situation will make it impossible to switch to GPP practices for 35 years, eliminate competition in the waste market, prevent the free movement of goods in the waste sector, and destroy transparency and participation in determining GPP fees.
In the session titled "The Latest Situation in Türkiye and Extended Producer Responsibility in the Transition to a Circular Economy", the developments in Turkey, the perspective of the public authority and the work it is coordinating, the activities of the ÇEVKO Foundation and its suggestions for the future, and the evaluations of economic enterprises about GPP were discussed. T.R. Didem Artunç Ünaltekin from the Ministry of Commerce gave information about the EU Green Deal, new regulations, financing opportunities and efforts to transition to a circular economy in Turkey. He stated that Specialized Working Groups open to the participation of relevant stakeholders have been established and that there are also groups regarding Extended Producer Responsibility.
ÇEVKO Foundation Secretary General Mete İmer stated that the Extended Producer Responsibility model in Turkey was abandoned after 15 years of implementation with the introduction of GEKAP. He explained by giving examples that Extended Producer Responsibility has gained greater importance with the transition to a circular economy in the world, and shared the information that they established an Extended Producer Responsibility Working Group among the members of ÇEVKO Foundation, the mission of this group and the concrete suggestions they are developing together. İmer emphasized that the industry should take part in the management of post-consumer waste, which has become the raw material of the industry, and lead the process.
Unilever Board Member and Corporate Communications Director Ebru Şenel Erim stated that they are part of the ÇEVKO Foundation Extended Producer Responsibility Working Group; announced that they started a voluntary and pilot scale project with the ÇEVKO Foundation on the collection, recycling and reporting of post-consumer plastic waste.
