EU Commission is Preparing a Revision in the Waste Shipment Regulation

The European Commission is preparing a revision of the Waste Shipments Directive (WSR) to improve the traceability of intra-EU waste trade, stop the export of hazardous waste to third countries and reflect the objectives of the circular economy. The revision aims to facilitate intra-EU movements of waste for recycling or reuse and support the creation of a well-functioning EU market for high-quality waste.

The Commission hopes that these measures will increase the supply of recycling facilities, increase the competitiveness of secondary raw materials and encourage investment in recycling infrastructures as a result of stricter export controls to non-EU countries. The aim is to increase recycling within the EU and help keep valuable materials on the block.

The Commission also wants to step up monitoring of waste exports to OECD countries and "eventually suspend exports" if necessary. As for waste shipments within the bloc, the revision will force them to be digitally tracked and introduce a harmonized classification for such shipments, as well as stricter conditions for waste destined for incineration and landfill.
