News from Poland: Deposit Return System in Poland Starts on January 1, 2025

In Poland, the Deposit Return System (DRS) starts on January 1, 2025 for disposable and refillable beverage packaging. All sales points over 200 m² will be obliged to accept returnable disposable plastic and metal packaging as well as refillable glass packaging.

News from Romania: Postponement Requested by RetuRO for the Deposit Return System Approved in Romania

RetuRO, the manager of the Deposit Return System in Romania, requested an extension from the Romanian Ministry of Environment, Water and Forestry for the system to start effectively.

RetuRO Deposit Return System CEO and Chairman Gemma Webb listed the main reasons underlying the extension request:

• Difficulties to be encountered in case of launching the Deposit Return System; Delays that may occur due to equipment installation, software integration and determination of suitable locations for regions,

• Time constraints: The deadline for the implementation of the system is short, resulting in a compressed schedule.

• Public perception and consumer education: There is a lack of basic knowledge in understanding how the system works, RetuRO is responsible for the information and education process on this subject,

• Developing the information technology system and ensuring performance at the desired standards within a limited time frame and implementing it in the field poses a challenge,

• Processing of contracts to be made with economic enterprises,

• Logistics infrastructure and network: Although significant progress has been made in logistics infrastructure and implementation, there have been some difficulties in providing suitable locations,

• Manufacturer and retailer management: RetuRO is in constant cooperation with manufacturers and retailers, therefore it has to optimize the Deposit Return System, collect all relevant information, ensure continuous improvements,

• Information campaign for consumers: To inform, explain how it works and introduce the Deposit Return System.

Approval of the extension request will significantly reduce the impacts of the challenges currently facing the system and provide RetuRO with critical time to test key components as well as prerequisites for effective implementation.

RetuRO Deposit Return System was created by a consortium of three private and one public shareholders:

Romanian Environmental Brewers Association (30%), Soft Drinks Producers Association for Sustainability (30%) and Retailers Association for the Environment (20%), and the Ministry of Environment, Water and Forestry (20%) through the Romanian state, a public shareholder.
