Local Governments' Climate Crisis Struggle Under Focus

The "Cities for Climate: Monitoring & Evaluation Report", which examines the fight against the climate crisis of 24 local governments in Turkey, has been published. Kadıköy Municipality became one of the municipalities that stood out with its work on the climate crisis.

350.org Türkiye published its report examining the climate studies of 24 local governments in Turkey. The report examines the climate actions taken by 6 metropolitan municipalities, 4 provincial municipalities and 14 district municipalities, which committed to take concrete steps against the climate crisis by signing the We Are Here for the Climate declaration held at Boğaziçi University in December 2019. In the joint declaration made on December 5, 2019, a total of 24 metropolitan, provincial and district municipalities across Türkiye committed to fight against the climate crisis at the local level.

Among the 24 local governments, the local governments other than Kadıköy Municipality are as follows:

  • Metropolitan Municipalities: Adana, Ankara, Aydın, Bursa, Erzurum, İzmir
  • Provincial Municipalities: Bolu, Edirne, Rize, Tunceli
  • District Municipalities: Kadıköy, Acıpayam, Tepebaşı, Avcılar, Beşiktaş, Sarıyer, Sultanbeyli, Bornova, Çiğli, Karşıyaka, Fethiye, Çerkezköy, Bodrum, Ayvalık

The report focuses on the climate crisis and the COVID-19 pandemic, the climate disasters experienced in the last year, and the actions taken by local governments against the climate crisis, and also evaluates the difficulties and obstacles experienced by municipalities.

Local governments are at the beginning of the road

Reminding that more than a year has passed since the "We Are Here for the Climate" declaration, the report underlined that cities have gone through difficult times due to the impact of the COVID-19 pandemic, and when combined with the climate crisis, social and economic life in cities is under greater threat than ever. The report stated that a common struggle based on sharing knowledge and experience is more important than ever in order to combat simultaneous crises in cities, and emphasized the importance of civil society collaborations.

According to the report, which argues that the actions of local governments to combat climate change remain below the level to respond to the seriousness and urgency of the crisis, COVID-19 stands out as an important element that disrupts the fight against the climate crisis. Another problem is that municipalities have a vertical and bureaucratic administrative structure, insufficient capacity, lack of coordination and coordination between units, and insufficient functioning of participation mechanisms. The report states that these reasons prevent the speed and scope of the actions from being sufficient, even though municipalities have started to implement some improvements and regulations regarding climate action.

Kadıköy is ahead in the struggle

According to the report, Bornova, Bursa, Izmir, Kadıköy, Karşıyaka and Tepebaşı municipalities, which are among the local governments that have signed the We Are Here for the Climate Declaration, have climate action plans that have already been implemented. The report includes the information that these municipalities had prepared Sustainable Energy Action Plans in previous years within the framework of the Mayors' Agreement they signed, and pointed out that during this process, Bursa Metropolitan Municipality, Izmir Metropolitan Municipality and Kadıköy Municipality completed and implemented action plans with more ambitious targets, including adaptation actions. Action plan preparation efforts continue in other municipalities.

Among the signatory local governments, Kadıköy Municipality stands out with its mitigation actions, adaptation actions, training activities and forms of organization, apart from the action plan.

The report states that the signatory municipalities have taken mitigation actions within the scope of their climate action plans, but they are not at a sufficient level, and it is evaluated that "However, it is also seen that metropolitan municipalities such as Izmir and Bursa, which have climate action plans, and district municipalities such as Kadıköy and Tepebaşı, have implemented more actions in this period compared to others."

Sample applications

Some of the prominent climate actions of the local governments examined in the report are as follows:

  • 5 MW electricity production capacity was reached in Erzurum Metropolitan Municipality's solar power plants. Additionally, the construction of a solar power plant with a capacity of 2.5 MW is planned in Hınıs district.
  • Bursa Metropolitan Municipality started to install solar energy panels on the roofs of metro stations. Within the scope of the project to be carried out in a total of 30 metro stations, it is planned that half of the electricity used in metro stations will be obtained from solar energy.
  • Izmir Metropolitan Municipality focuses on adaptation efforts as well as the solar power plants it is establishing. With the amendment made to the zoning regulations, the municipality made rainwater harvesting mandatory in newly built buildings over a thousand square meters and green roof application in buildings over 60 thousand square meters.
  • In the "Increasing Social Resilience in the Climate Adaptation Process" project carried out by Kadıköy Municipality, it is aimed to establish an "Environmental Monitoring and Early Warning System" to minimize the vulnerability of the vulnerable population in the district (elderly, disabled, children, those with chronic diseases) in climate change, disasters, heat waves and air pollution. Kadıköy Municipal Council unanimously accepted the proposal for the reuse of rainwater and gray water on February 5, 2021. Thus, the reuse of rainwater foreseen in the regulation for parcels larger than 2 thousand m² was made mandatory for parcels of 400 m² and above, and the use of gray water was obligatory for parcels over 2000 m². In addition, within the scope of the rainwater harvesting project implemented by Kadıköy Municipality on February 26, 2021, a system was installed in the Aysel & Abdullah Öğücü Girls' Dormitory building and the collection and storage of rainwater started.
