“COP29 Conference of the Parties” was Evaluated in the ÇEVKO Foundation December Interview

The online conversation titled "COP29 Evaluation" organized by ÇEVKO Foundation in cooperation with the Global Warming Congress Committee took place on December 2, 2024. The interview was attended by ICI Board Member and Sustainability Platform President Sultan Tepe, Environment and Sustainability Expert, OMÜD Secretary General Umay Yılmaz, and ÇEVKO Foundation Secretary General Mete İmer, and was moderated by Celal Toprak, Chairman of the Global Warming Congress Committee.

COP29 held in Baku in the special session of ÇEVKO Foundation Talks in December; The Conference of the Parties was on the agenda. The conversation started with the opening speech made by ÇEVKO Foundation Secretary General Mete İmer. Stating that the most important agenda item of the conference was financing, İmer said, "The target of developed countries to provide at least 300 billion dollars of climate finance to developing countries every year was included in the final text." İmer said that an agreement was reached at the conference on clarifying the rules regarding global carbon markets.

Stating that the Baku Call for 'Climate Action for Peace, Aid and Recovery' was launched at the United Nations Conference of the Parties, along with climate finance, Mete İmer stated that this call aims to develop strategies that will prevent climate-related wars and increase support to vulnerable countries. İmer said, "Another issue discussed, apart from financing, was gender equality; the aim is to take gender into account in climate action." Stating that it was disappointing that there was no development regarding the decision taken at COP 28 regarding the exit from fossil fuels, İmer added: "In the next period, the sincere and selfless behavior and decisions of the leaderships of large-scale countries in the international community, especially, are of critical importance for success."

Mete İmer stated that Turkey submitted the 2053 Long-Term Climate Strategy to the United Nations within the scope of the 29th Conference of the Parties; Accordingly, by 2030: Energy consumption will be reduced by 16%; He said that it is aimed to increase the rate of renewable energy in primary energy from 17% to 50%, to commission 4.8 GW nuclear energy installed power and 2.1 GW battery capacity, and to quadruple the solar and wind installed power. However, underlining that we have important homework to do, İmer concluded: "As ÇEVKO Foundation, in order to achieve the 2053 Carbon Neutral target, our 10-item call that we made two years ago, which includes determining our national contribution declaration as an absolute reduction target, enacting the climate law and relevant regulations, making a plan to gradually end the use of coal in energy production, providing financing, and creating a national awareness campaign, remains valid."

Sultan Tepe began his words as follows: "If we look at the general framework of COP29, the decisions taken at COP28 were evaluated and it was a financing-focused meeting. It was stated that the world needs 1.3 trillion dollars annually to combat climate change. However, the responsibility of providing this financing was placed on developed countries. There are 24 countries on the list, and most of them consist of Europe, America and Canada."

Stating that the exclusion of countries with large financial resources, such as China and Saudi Arabia, from this responsibility has led to great debates, Tepe underlined that developing countries defend the view that funds should be provided in the form of grants rather than loans. Tepe continued his words by saying, "Loans given especially for green investments create a repayment burden, and this is incompatible with the economic situation of underdeveloped countries."

Stating that the situation regarding global emission reduction targets was also evaluated, Tepe added that it was seen that the decisions taken at COP28 were not sufficiently implemented, and that the slowness in the implementation of the decisions taken puts the realization of climate targets at risk.

Standing that the decision was taken to activate the loss and damage fund at the Conference of the Parties, Sultan Tepe also said that the necessity of creating a fund to cover losses caused by major natural disasters was emphasized.

OMÜD Secretary General Umay Yılmaz: “What is needed is to direct financial resources to the right places.”

Umay Yılmaz, who took the last word in the interview, started his speech by stating that we are going through a very critical period in terms of climate action. "The climate crisis has a calendar, and the increase in natural disasters in recent years, especially after the pandemic, has once again shown how urgent this issue is," said Yılmaz, adding, "We all observe that the severity and frequency of disasters are increasing, and we even experience some of them ourselves. We also realize that the summer months are getting hotter every year. All of these clearly show the effects of the climate crisis on our lives. Yılmaz continued: "Today, we now know what needs to be done; We have technologies and solutions. However, what is needed is to direct financial resources to the right places. This financial flow needs to be placed on a certain schedule and operated regularly. All finance-related decisions were left to COP29, which increased expectations. However, unfortunately, they could not conclude all financial issues. "This will increase next year's workload," he said.

Umay Yılmaz continued his speech as follows: It seems that there is more focus on adaptation financing in this COP. Because the negative effects of the climate crisis create serious problems, especially in fragile geographies. However, this should not mean neglecting mitigation projects. Because unless we reduce fossil fuel use and greenhouse gas emissions, the crisis will continue to progress.
