The European Commission presented the list of main indicators that will serve as a guide to follow the environmental policies of the European Union (EU) until 2030.
Established as a result of consultations with stakeholders and member states8. The Environment Action Plan (8th Environment Action Programme, EAP) aims to realize the green transition in a fair and inclusive way, adhering to the EU's goal of "Living Well, Within. The Limits Of Our Planet".
8. The thematic targets in the EAP were determined as reducing greenhouse gas emissions, adaptation to climate change, a renewable growth model, zero pollution target, protecting biodiversity and reducing the main negative environmental impacts related to production and consumption.
The Council and Parliament also agreed to reduce raw material and consumption footprints, strengthen environmentally positive incentives and phase out environmentally harmful subsidies, especially fossil fuel subsidies, to achieve priority targets.
“You can't manage what you can't measure”
8. With the new Monitoring Framework determined within the scope of the EAP, it is aimed to promote transparency and inform Europeans about the EU climate and environmental policy. 8. The EAP also includes indicators to monitor progress towards key enabling conditions, including sustainable financing, the “polluter pays” principle and the phasing out of environmentally harmful subsidies.
Vice President for the European Green Deal, Frans Timmermans, said: "We have ambitious environmental and climate targets that will help us deliver the just and green transition that Europe and the world need. But you cannot manage what you cannot measure. The indicators we have set will help us achieve our goal." he said.
Virginijus Sinkevičius, Member of the Environment, Oceans and Fisheries Commission, said: "Policies are only successful if they are implemented. These main indicators will make it easier for us to monitor the policies agreed within the scope of the European Green Deal by shedding light on trends and identifying areas that will require more efforts." He said.
8.EAP entered into force on 2 May 2022 and obliged the Commission to provide a monitoring framework based on a limited number of indicators. Within the scope of the obligation, it was stipulated that the new environmental program would include indicators addressing the connections between "environment-social" and "environment-economic policy" issues.
Within the scope of the 8th EAP, a mid-term review will be held in 2024, and after this review, the Commission, if deemed appropriate, will submit a legislative proposal to make an addition to the 8th EAP containing a new action list and timeline for the post-2025 period.
