ISTANBUL METROPOLITAN MUNICIPALITY AND VILNIUS MUNICIPALITY WILL CARRY OUT A JOINT PROJECT FOR "ADAPTATION TO CLIMATE CRISIS"
Istanbul Metropolitan Municipality (IMM) started a joint project with Lithuania - Vilnius Municipality, which carries out successful studies in the European Union, especially on issues such as digital city and regional energy systems. With the Green Deal – Turklit (GEH) Platform project, a basis for sharing information and practices was created between the two municipalities regarding the adaptation of cities to the climate crisis.
IMM carried out a joint project with Lithuania - Vilnius Municipality, which carries out successful studies in the European Union, especially on issues such as digital city and regional energy systems. Within the scope of the Green Agreement - Turklit (GEH) Platform project initiated with the Vilnius Municipality, good and successful transformation practices implemented in both municipalities and countries, aiming at the adaptation of cities to climate change, were mutually shared.
Providing his evaluations on the subject, Head of IMM Environmental Protection and Control Department, Prof. Dr. Ayşen Erdinçler said, "The GEH Platform project will provide significant gains to IMM. The process, experience, call and projects carried out in the EU to be shared within the scope of the project will accelerate our Sustainable Energy Climate Action Plan (SECAP), Carbon Neutral and Smart City studies that we carry out as IMM."
Common Platform for Adaptation of Cities to Climate Change
GEH Platform aims to develop long-term exchange of experts and ideas between Lithuania and Turkey through sustainable development based on environmental goals, innovation and positive impact on the environment for smart growth. Positioned as a creative platform that brings together other municipalities, private sector, universities, institutes and non-governmental organizations that care about energy and climate change adaptation practices, the project focuses on issues such as energy efficiency in buildings, waste management, public transportation, smart city and reducing carbon emissions.
Stating that GEH is a common platform that will bring together all stakeholders working for the adaptation of cities to climate change, Prof. Dr. Ayşen Erdinçler said, "The GEH Platform, which will be initiated primarily between Vilnius and IMM units and subsidiaries, will lead to joint project development and mutual cooperation between municipalities, institutions, companies, academicians, professional chambers and non-governmental organizations working on energy transformation, climate adaptation and actions, smart and sustainable city issues in the future."
Four Online Workshops and Visits
Within the scope of the GEH Platform Project carried out between Lithuania and IMM, four online workshops were held in order to share measures, actions and solutions for the climate crisis and adaptation of the two countries, and especially the two cities. Afterwards, Lithuanian Energy Agency, Lithuanian Ministry of Energy, Vilnius Municipality experts visited Istanbul and examined IMM's energy conversion and efficiency and renewable energy applications. Meetings were held with affiliates and institutions such as IMM Environmental Protection and Control Department, IMM Energy Management and Lighting Directorate, IBB Enerji A.Ş, İSTAÇ, İSKİ.
Between 5-8 October 2022, Türkiye Coordinator of the project and Head of IMM Environmental Protection and Control Department Prof. Dr. Under the leadership of Ayşe Erdinçler, they visited Vilnius, the capital of Lithuania, and participated in technical meetings and field trips on topics such as SECAP, digital city, smart city, energy management and district heating. Following the prepared technical analysis report, the visits, round table meetings and the signed memorandum of understanding, it was decided to share joint studies and successful examples with IMM in applications such as Smart Energy Laboratory, Digital Twin, Renew Your City, Regional Heating System, which serve within the Vilnius Municipality.

United Nations estimates that approximately 68% of the total global population will live in cities in 2050, said Prof., Head of IMM Environmental Protection and Control Department. Dr. Ayşen Erdinçler emphasized that it is of great value for cities to cooperate on policies, commitments and practices to be developed in the fight against climate change. "IMM, which is a member of many national and international networks such as GCOM, C40, UCLG MEWA, Marmara Municipalities Union and Turkish Municipalities Union for a sustainable and resilient Istanbul, drew attention to the importance of international networks in building sustainable and resilient cities. IMM pioneered the establishment of the B40 Balkan Cities Network, which includes working areas such as Development of Climate Action, Smart Cities and Digital Transformation, Urban Democracy and Economic Cooperation, especially Migration, and in the first period We continue our efforts to combat climate change in Istanbul, which is one of the most populous cities in both Turkey and Europe with a population of nearly 20 million. We prepared our Climate Change Action Plan in cooperation with C40 and shared it with the public. Our Climate Change Directorate prepared the greenhouse gas inventory of Istanbul and determined that the fixed energy sector is the largest source of greenhouse gases. We frequently communicate with our internal and external stakeholders to monitor the mitigation and adaptation actions we prioritize and publish. We meet frequently. We aim to complete our Sustainable Energy and Climate Action Plan, which we also carry out with the outputs of our Climate Change Action Plan and the results of our inventory studies, in June 2023.”
Prof. Dr. Ayşen Erdinçler concluded her words with the following statements: National and international collaborations are an indispensable part of the fight against climate change. We see that public institutions, universities, NGOs and citizens act more collaboratively in our country, as in the rest of the world. We see that the level of awareness about climate change is rising and the private sector's investments in sustainable and renewable energy resources are increasing. We believe that the GEH Platform project we are carrying out with Vilnius will contribute to making both cities more resilient to climate change by supporting the transfer of information and technology between the two countries and municipalities.
