The proposal presented by the Commission on 15 December 2021 proposes to impose a net zero emission obligation for newly constructed public buildings in the EU as of 2027, and for all other new buildings as of 2030. The commission's proposal sets a zero-emission target for all existing building stock by 2050. Buildings have zero emissions; It is defined as consuming very little energy, using energy obtained from renewable sources as much as possible, not causing carbon emissions from fossil fuels, and paying attention to how much the building will affect global warming throughout its entire life cycle. In Europe, buildings currently use 40% of energy and cause 36% of greenhouse gas emissions.
