2024–2028 Strategic Plan from the Climate Change Presidency: Roadmap to the 2053 Net Zero Emission Target

T.R. The 2024–2028 Strategic Plan published by the Presidency of Environment, Urbanization and Climate Change offers a comprehensive road map that will guide Turkey's fight against climate change in line with the 2053 Net Zero Emission Target. Plan; It was prepared with a multi-stakeholder approach focusing on green transformation and climate resilience by bringing together environmental, sociological, economic, technological and financial components.

Main Goals of the Strategic Plan

  • The greenhouse gas reduction rate will reach 39% by 2028,
  • Providing grant support worth 1.23 billion TL in total,
  • Second National Contribution Declaration and Completion of the National Green Taxonomy Legislation

Three Basic Strategic Objectives

1. Fighting Climate Change

Climate change strategies will be created and actions will be monitored.Notification obligations under the United Nations Framework Convention on Climate Change and the Paris Agreement will be fulfilled.

  • Greenhouse gas emissions from industry will be monitored, and the import and use of substances that deplete the ozone layer will be gradually stopped.
  • National Emission Trading System (ETS) will be established, voluntary carbon market and offset infrastructure will be developed.
  • Climate finance capacity will be increased.

2. Strengthening Adaptation to Climate Change

  • Risk analyzes will be made for the 12 NUTS 1 regions of Türkiye that will be studied.
  • Local Climate Change Action Plans (YİDEP) will be prepared for all provinces, and provincial coordination boards will be established.
  • An online monitoring mechanism will be established for the National Adaptation Strategy and Action Plan.
  • Interactive decision support tools will be developed.
  • Grant programs, awareness and training activities will be expanded.

3. Increasing Institutional Capacity and Competence

  • Strategic management approach will be institutionalized.
  • Personnel qualifications and competence will be increased.
  • Information, training and awareness activities will be carried out for the public.

Monitoring and Reporting Process

Within the scope of the Strategic Plan, data will be collected from unit managers every 6 months for performance measurement and periodic evaluation reports will be prepared with this data. Thus, the level of achievement of targets will be monitored regularly.
